Widzę, że problem ten dotyczy wielu użytkowników, jednak nie znalazłem dla siebie odpowiedzi.
Próbowałem wersji 2.8 i 2.9.
Blog widać, ale po zalogowaniu się do panelu admina pojawia się biała, pusta plansza.

Użyłeś złego kodowania podczas edycji pliku wp-config.php. Ściągnij oryginalny ten plik, i jeszcze raz uzupełnij w nim poprawne dane, a sam plik edytuj jakimś programem który obsługuje kodowanie UTF-8 bez BOM, np. notapad++.
